The fifth edition of the\u00a0CBI Index<\/a>\u00a0was published this week, and the Commonwealth of Dominica\u00a0has come out on top once again\u00a0in the ranking for best citizenship by investment\u00a0(CBI)\u00a0programme for the year 2021.<\/p>\n

Published by the Financial Times\u2019 Professional Wealth Management magazine, the CBI Index is a comprehensive ranking system that\u00a0compares\u00a0operational\u00a0CBI programmes. The in-depth report examines and evaluates CBI programmes offered by various countries in the Caribbean, Europe, Asia, Oceania, and Africa.<\/p>\n

\u201cFor Dominica, first place has been a consistent result for five consecutive years. Maintaining a perfect score in six out of the nine pillars assessed,\u201d researcher James McKay said in the report.\u00a0The nine \u2018pillars\u2019 are based upon key investor priorities and help analyse the appeal of the 14 CBI programmes assessed.\u00a0\u00a0\u201cDominica once again promises, among other things, an affordable minimum investment outlay, a streamlined application process, and certainty to investors,\u201d he added.<\/p>\n

\u201cThose who become Dominican citizens are considered a part of our family. They help build our roads, hospitals and schools through investment in our CBI Programme,\u201d said\u00a0Prime Minister Dr the Hon Roosevelt\u00a0Skerrit.<\/p>\n

After receiving a perfect score in six out of the nine pillars evaluated by the Index, Dominica finished with an overall percentage\u00a0score of 89%, and\u00a0was\u00a0declared to be strongest in the following areas:<\/p>\n

Minimum Investment Outlay:<\/strong>\u00a0Thanks to its affordable contribution of US$100,000, the Programme received\u00a0the top score\u00a0in this pillar.<\/p>\n

Mandatory Travel\/Residence:\u00a0<\/strong>Dominica maintains a perfect score in this pillar as applicants are not required to travel to the island as part of the application, nor do they need to reside there before or after citizenship is granted.<\/p>\n

Ease of Processing:\u00a0<\/strong>Dominica\u2019s CBI Programme\u2019s\u00a0clear\u00a0and streamlined process received top scores in this pillar.<\/p>\n

Due Diligence:\u00a0<\/strong>Dominica\u2019s\u00a0thorough vetting procedures earned top scores in the Index again, a consistent outcome for the nation\u00a0since\u00a0the inception of the Index in\u00a02017. These procedures include\u00a0extensive screening of an applicant\u2019s source of wealth and\u00a0funds,\u00a0taking\u00a0fingerprints as part of the application,\u00a0and working with international,\u00a0third-party organisations to perform online and on-the-ground background checks\u00a0of an all-encompassing nature.<\/p>\n

Family:\u00a0<\/strong>Dominica amended the meaning of \u2018dependant\u2019 in 2020 to include a wider range of family members. Applicants have more scope than ever before to include members of their immediate and extended family in an application. These amendments\u00a0allowed Dominica to\u00a0garner\u00a0top scores in this pillar.<\/p>\n

Certainty of Product:\u00a0<\/strong>The longevity, stability, reputation, adaptability, and popularity of Dominica\u2019s Programme scored top marks in this pillar.<\/p>\n

\u201cAt 28 years old and with a track record of good governance, the Dominica CBI Programme has\u00a0led\u00a0the way in providing clarity as to how CBI funds are used,\u201d the report said.<\/p>\n

CBI Index\u00a0Key Findings\u00a0and Trends<\/strong><\/h2>\n

Covid-19\u00a0lockdowns added to the appeal of citizenship by investment programmes. Wealthy, reputable\u00a0individuals, having lost mobility during the pandemic, are showing increased interest in investing in second citizenship.<\/p>\n

\u201cBoth private banks and law firms report increased interest among clients seeking new citizenships since the advent of the pandemic,\u201d the report said. \u201cWealth investors only began to appreciate mobility once it\u00a0was abruptly withdrawn due to Covid-19.\u201d<\/p>\n

Another trend highlighted in the report is the rise of the digital nomad visa. The pandemic forced millions to work from home, and\u00a0saw individuals looking to exotic locations\u00a0from which to work.<\/p>\n

Dominica inaugurated its version of a\u00a0digital nomad visa,\u00a0named\u00a0\u2018Work in Nature\u2019 (WIN), earlier\u00a0this year. The visa provides applicants with the opportunity to work remotely for up to 18 months on the island.<\/p>\n

Dominica\u2019s Citizenship by Investment Programme<\/strong><\/h2>\n

Established in 1993, the\u202fDominican CBI Programme is one of the\u202foldest in existence.<\/p>\n
